Northern California Local Government Leadership Institute Presents 2007 Leadership Development Program in Chico and Redding (News Release )

CSU, Chico Northern California Local Government Leadership Institute announces that enrollment is now open for the Leadership Development Program, a seven-course series designed to help local government employees cultivate leadership skills and become more effective, proactive leaders and managers. The program will be offered in Chico and Redding.

Chico courses start March 22-23. The Chico cohort will meet on the CSU, Chico campus, Continuing Education building, room 107. Redding courses will start March 29-30. Redding courses will meet at the Redding City Hall Community Room, 777 Cypress Avenue, Redding.

This 3-day, 2-night tour begins and ends at Ontario International Airport and travels to San Diego, Orange, Los Angeles and San Bernardino counties. Stops include a Chino Basin dairy, the Santa Ana River, a pilot desalination plant, Olivenhain Dam, groundwater recharge sites, and Diamond Valley Lake.

Issues discussed include surface water storage, water conservation, groundwater pollution and clean up efforts, water marketing, sea water desalination, water recycling and conjunctive use.

This 3-day, 2-night tour travels the length of the Sacramento Valley, a major source of water for farms and cities throughout California. Stops include Oroville and Shasta dams, Red Bluff Diversion Dam, the Feather River Fish Hatchery, and Spring Creek Debris Dam and Superfund site. Other highlights: a salmon barbecue and a, houseboat cruise, on Shasta Reservoir.

Participants will learn about the Central Valley Project Improvement Act, coordinated CVP-SWP operations, farming, groundwater management and conjunctive use and salmon restoration.

A recent California Public Utilities (CPUC) decision titled “Consumer Protection Initiative“ (CPI) has ordered the CPUC to perform a study of the special needs and challenges faced by California's limited English proficiency (LEP) telecommunications consumers.
California consumers - especially those who speak little or no English – remain vulnerable to fraud and deceptive practices by telecommunications companies. The Latino Issues Forum (LIF) and other community organizations are working with the California Public Utilities Commission (CPUC) to organize four public meetings throughout California. The purpose of these meetings is to gather information relating to language accessibility issues in order to draw up a plan of action.

Your participation in these meetings can help shape the future of telecommunications services in California for limited English proficient consumers. Tell the CPUC that you want:

• More in-language materials that can be easily accessed and distributed to underrepresented, limited-English speaking communities.
• Funding for more community outreach programs to conduct consumer education and complaint resolution workshops that would educate and empower vulnerable communities on telecommunications issues.
• Stronger consumer protections for consumers marketed to in a language other than English (for example, if a company advertises or markets a product or service in a language other than English, a brief outline of terms and conditions of service should be provided in the language in which it was marketed.)

Be Ready to Participate
It is important that we emphasize the need to address the concerns consumers have with wireless and telephone services, especially in regards to language. Please be prepared to present the following information:

• Specific examples of community member complaints.
• Copies of misleading or false advertisement.
• Statistics and/or trends your organization may have in tracking consumer complaints.
• Suggestions on ways to improve language accessibility.
• Ways the CPUC can more adequately provide consumers with information especially materials in language.
